Description

GENERAL INFORMATION



The 42nd Contracting Squadron, 50 LeMay Plaza, Bldg 804, Maxwell AFB, AL has a requirement for a Blanket Purchase Agreements (BPA) to purchase services as described in this document. This is a streamlined combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.





The solicitation document and incorporated provisions and clauses are those in effect the Federal Acquisition Circular 2023-01 (effective 30 Dec 2022) and the DPN 20221028 (effective 28 Oct 2022).





A Firm Fixed Priced (FFP) Blanket Purchase Agreement (BPA) will be made in accordance with the following:





NAICS Code: This acquisition is being solicited as full and open competition. The North American Industrial Classification System (NAICS) code for this acquisition is 721110 with a small business size standard of $35,000,000.00.





Any questions must be received by 12 January 2023, 9:00 a.m. CST. Price lists/quotes must be received by 17 January 2023, 4:00 p.m. CST. E-mail price lists/quotes are acceptable. THE GOVERNMENT IS SOLICITING FOR “OPEN MARKET” QUOTES ONLY. GENERAL SERVICES ADMINISTRATION (GSA) QUOTES WILL NOT BE CONSIDERED.





I. DESCRIPTION:

The 908 Airlift Wing and 689 NOS at Maxwell AFB, AL has a requirement to purchase hotel lodging for approximately 700 reservists. This procurement will be awarded as a multiple award BPA up to 5 capable vendors. The Government is obligated only to the extent of authorized purchases actually made under the BPA. The dollar limit for each call shall be $250,000.00 for contracting officers. For contracting officer representatives, the dollar limit for each call shall be $10,000.00.





II. QUOTE PREPARATION INSTRUCTION:

1. The offeror’s quote shall consist of the following completed attachments:

3. To assure timely and equitable evaluation of quotes, offerors must comply with the instructions contained herein. Noncompliance may raise doubt regarding an offeror’s performance capabilities and may be grounds to eliminate the quote from consideration for contract award. Quotes must be complete, self- sufficient, and respond directly to the requirements of the Request for Quote (RFQ). Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale.

4. The Government intends to evaluate offers and award this FFP BPA without discussions. Therefore, the offeror’s initial quote should contain the offeror’s best terms from a price standpoint.

5. To be eligible to receive an award resulting from this RFQ, contractors must be registered in the DoD Systems for Award Management database, no exceptions. To register, please visit https://sam.gov/ or by calling 1-866-606-8220.

6. If offerors SAM Representations and Certifications are not current, a completed copy of the provisions at FAR 52.212-3, and Alternate I, Offeror Representations and Certifications – Commercial Items must be submitted. Incomplete or expired Representations and Certifications will render a quote as non- responsive and it will not be considered.





III. BASIS FOR AWARD

1. The government intends to award up to 5 BPAs to vendors who are capable of satisfying the work outlined in the Statement of Work. This is a competitive best value tradeoff, in which the offerors will be evaluated based on the following criteria: price, technical, and past performance. Each factor is considered of relatively equal value.

a. Price: The Government will evaluate the price information submitted in each offeror’s price list/quote for reasonableness. Offerors should make diligent efforts to control costs and submit fairly priced price lists/quotes, no more than $5 over the annual per diem rate.

b. Technical: The Government will evaluate the distance of the offeror’s location as well as amenities offered by the hotel. The Government will make use of websites, brochures, or any other generally available information to make this evaluation. Distance will be evaluated relative to Maxwell Air Force Base and Gunter Annex. Offeror’s location must be reasonably within driving distance from the bases. A reasonable distance is defined as no more than 20 miles from each location. The Government will evaluate other amenities offered by the hotel, which could include but is not limited to parking availability, smoke free rooms, free breakfast, gym, and conference/meeting room.

c. Past Performance: The Government will consider past performance of the hotel. This information may be taken from actual experience from Government personnel, online ratings, or any other available information.

2. The Government will make a best value determination considering price, technical, and past performance. The Government will award up to 5 BPAs to vendors who represent the best value.
