PSC 2915- Engine Fuel System Components, Aircraft and Missile Prime Movers



Subject: Army Contracting Command-Redstone intends to solicit and execute a (5) year, Firm-Fixed-Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) Maintenance and Overhaul contract. This action will be solicited utilizing the Sealed Bidding process and will be a 100% Small Business Set-Aside for the inspection and Overhaul for Nomenclature: Pump, Submerged, Aircraft, NSN: 2915-01-159-8522.

The Contractor shall furnish all services, facilities, labor, parts, materials, equipment, tools, and data necessary to accomplish the inspection and Overhaul for the following assets:

The applicable North American Industry Classification System (NAICS) Code is 336412, Aircraft Engine and Engine Parts Manufacturing. The size standard is 1,500 employees



A sources sough notice was posted to the Systems for Award Management Opportunities site on 17 November 2022, under W58RGZ22B0033. The sources sought was issued as a market research tool to determine the availability of qualified small business sources prior to issuing an invitation for bids for the inspection and Overhaul for Nomenclature: Pump, Submerged, Aircraft, NSN: 2915-01-159-8522. Responses were due 23 November 2022. Based on historical procurements and the responses received, it was determined that this procurement will be solicited as a 100% small business set-aside. The Office of Small Business Program concurred with this decision.



The Control Indicator is noncommercial. FAR Part 12 will not be utilized. This is not a Critical Safety Item. The Depot Maintenance Work Requirement (DMWR-1-2915-350; dated 09/14/2012, Change #1) for NSN 2915-01-159-8552 is adequate and available to support the overhaul and is suitable for a full and open competitive acquisition after the exclusion of sources in accordance with FAR 6.204. All responsible sources may submit a bid which shall be considered by the agency.



The resulting contract is planned to be a FFP IDIQ contract. The contract term will be a base period of 60 Months with annual ordering periods for a Material Requirements Planning (MRP) quantity of 50 ea, and Foreign Military Sales (FMS) quantity of 10 ea. Offerors are advised: THE GOVERNMENT FULLY INTENDS TO EVALUATE PROPOSALS AND AWARD THE CONTRACT WITHOUT DISCUSSIONS WITH OFFERORS. Therefore, initial proposals should be submitted containing offerors' most favorable terms.



THIS SOLICITATION WILL BE OFFERED IN ELECTRONIC FORMAT ONLY. NO HARD COPIES WILL BE PROVIDED. The solicitation will be available on the System for Award Management website at https://www.sam.gov/. This will be the only method of amendment distribution; therefore, it is the OFFERORS' RESPONSIBILITY TO CHECK THE WEBSITE PERIODICALLY FOR ANY AMENDMENTS. Prospective Offerors must be registered in the System for Award Management (SAM) system at http://www.sam.gov/ in order to participate in this procurement.
