The United States Property & Fiscal office for Alabama seeks potential suppliers who can furnish the Alabama National Guard with medical laboratory services. We will use the information gathered in response to this Sources Sought Notice to determine what type of socio-economic set-aside, if any, is appropriate for the action. We will also use the information gathered from this Sources Sought Notice to determine how many BPA’s to establish in order to meet medical readiness needs.
The Alabama National Guard intends to award multiple Blanket Purchase Agreements (BPA’s) for medical laboratory testing services in support of medical readiness requirements. The requirement would have the successful Contractor picking up at our locations and transporting specimens, performing laboratory testing services, and furnishing the results of the testing.
It is our intent to establish the BPA’s in such a way that any BPA holder may be called upon to service any of the locations identified in this announcement.
We anticipate establishing each BPA so that they include five twelve-month ordering periods for a total period of performance of five years.
The ALARNG is seeking laboratory services for 3 locations:
- Medical Readiness Detachment, 5300 57th Street North BLDG #1, Birmingham, AL 35217
- Troop Medical Clinic, Fort McClellan, Alabama, 36205 and Medical Readiness Detachment
- 1630 South Broad Street, Mobile, AL 36605.
The interested contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in Paragraph 3.0 of the attached PWS as Government Furnished, to perform Medical Laboratory Testing Services in support of IMR laboratory testing, pick-up, and transport of specimens for Soldiers of the ALARNG.
Contractor shall provide the following Laboratory Tests as needed:
- Glucose-6-Phospate Dehydrogenase, RBC (G-6-PD RBC)
- Blood Group and Rh factor
- Lipid Panel (which includes Total Cholesterol, HDL Cholesterol, LDL Cholesterol, Cholesterol/HDL Cholesterol Ration, Calculated LDL, and Triglycerides);
- Cholesterol, Total
- CBC Hemogram (which includes WBC, RBC, HGB, HCT, MCV, MCH, MCHC, RDW (Red Cell Distribution Width), MPV (Mean Platelet Volume), and Platelet Count)
- Glucose
- Prostate Specific Antigen, Total (PSA)
- Urinalysis Dipstick with Microscopic Reflex (includes Macroscopic and Dipstick)
- Drug Screen, 10 Drug, without confirmation, THC cutoff at 50 ng/mL (Includes Amphetamines, Barbiturates, Benzodiazepines, Cocaine, Marijuana (50 ng/mL Tetrahydrocannabinol screening cutoff), Methadone, Methaqualone, Opiates, Phencyclidine (PCP), and Proxyphene *no chain of custody needed)
- Sickle Cell Screen with Reflex
- Measles Antibody (IGG) (Rubeola Antibody IgG)
- Mumps Antibody (IGG) (Mumps Virus Antibody, IgG)
- Rubella Antibody (IGG)
- Hepatitis A Virus Antibody, Total (HAV Antibody, Total)
- Hepatitis B Core Antibody, Total (HBc Antibody, Total)
- Liver Panel II (Includes Alanine Aminotransferase (ALT), Albumin, Alkaline Phosphatase, Aspartate Aminotransferase (AST), Gamma Glutamyltransferase (GGT), Globulin (calculated), Lactate Dehydrogenase (LD), Total and Direct Bilirubin, and Total Protein).
We anticipate the following routine physical exam lab requirements:
- G-6-PD RBC
- Blood Group and Rh Factor
- Lipid Panel
- Total Cholesterol
For contractors that do not require a CAC, but require access to a DoD facility or installation: Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05), and applicable installation, facility and area commander installation/facility access, and local security policies and procedures (provided by a Government representative).
