Description

THIS IS NOT A SOLICITATION FOR BIDS



The USPFO for Alabama intends to issue and Invitation for Bids to award a single firm fixed-price contract for construction services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances, and supervision necessary for the construction of a 18,000 square foot building housing the Base’s Aircraft Maintenance Unit (AMU). The project scope includes sitework, subgrade excavation, building foundations, structural, architectural, plumbing, mechanical, electrical and relocation of existing utilities for a new two-story facility. At this time, we anticipate that the solicitation will include five bid options and five sole source/brand name items.



Bid options:




  1. Interior Upgrades – (Metal Grid Ceilings, Vinyl Wall Covering, Carpet Tile, Acoustical Roof Decking)

  2. Operable Mesh Shades

  3. Sodding

  4. Pedestrian Concourse Upgrades

  5. Demountable Partitions



Sole source/brand name items:




  1. Johnson Controls- HVAC

  2. Monaco- Fire alarm

  3. Stanley Best Access Systems – Locks

  4. Advantor- Security systems

  5. Moduline Series Paver system – Concourse



The place of performance will be the Dannelly Field Air National Guard Base in Montgomery, Alabama.



All security requirements for working on a military installation will be followed.



The anticipated contract duration is 450 calendar days after NTP.



This project is set aside 100% for Small Business. The North American Industry Classification (NAICS) Code is 236210, with a size standard of $45,000,000.00.



The magnitude is more than $10,000,000.



Your attention is directed to FAR clause 52.219-14(b)(3) LIMITATIONS ON SUBCONTRACTING which states “By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contact the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees”.



The tentative date for issuing the solicitation is on-or-about March 16, 2023.



The tentative date for the pre-bid conference is on-or-about March 22, 2023, 10:00 am local time; the location is 5187 Selma Highway, Montgomery, Al 36108-4824, in the wing auditorium of building 1502.



Interested contractors are encouraged to attend and must follow the conference registration and base access requirements shown in the forthcoming solicitation.



A site visit will follow the pre-bid conference. All questions for the pre-bid conference must be submitted by April 5, 2022 via email to; william.hall.13@us.af.mil , and karey.l.elias.civ@army.mil



The bid opening date is tentatively scheduled for April 20, 2023. Actual dates and times will be identified in the solicitation.
