Notice of Intent to Sole Source Requirement





The Department of Veterans Affairs, Veterans Health Administration, VISN 7 Contracting Activity intends to negotiate a sole source contract under FAR Subpart 13, Simplified Procedures for Commercial Products and Commercial Services, with vendor LifeCare of Alabama located at 911 6th Ave S, Birmingham, AL 35233. The associated NAICS code for this is 621910 with a size standard of $20.0 Million.





Description of equipment requirements:





The Tuscaloosa VA Medical Center requires a service type contract to furnish all labor, materials, insurance, licenses, and equipment to provide safe and comfortable Ambulance litter/stretcher transportation services on an as needed, seven (7) days a week, twenty-four hours a day non-emergency basis. The contractor shall furnish Advance Life Support (ALS) and Basic Life Support (BLS) Ambulance service for eligible beneficiaries of the Department of Veteran Affairs Tuscaloosa VAMC. This requirement is a 3-month bridge contract to allow for the emplacement of the long-term five-year Indefinite Delivery, Indefinite Quantity (IDIQ) contract to be awarded later this year.







A definitive 3-month purchase order is contemplated. It is the Government's belief that only the proposed vendor possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only Lifecare of Alabama. Lifecare of Alabama is currently the incumbent contract and has the current infrastructure on site to keep services in place without a disruption.



This notice of intent to sole source is not a solicitation (request for competitive quotes). No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government and must be sent via email. Responses must be received no later than 10:00am EST on Wednesday, 8 March 2023.
