DESCRIPTION: This sources sought announcement is for W58RGZ-23-B-0041, Tail Rotor Swashplate of the AH-64 Apache Helicopter. This is a Critical Safety Item (CSI). This item requires that the contractor receive source approval from the Combat Capabilities Development Command (DEVCOM) Aviation and Missile Center (AvMC) Systems Readiness Directorate (SRD). Therefore, inspection/overhaul can only be performed by an approved source in accordance with Defense Federal Acquisitions Regulations (DFARS) Subpart 209.2 – Qualification Requirements which implement quality control provisions of aviation critical safety items as stated in Public Law 108-136, dated November 2003. The statute requires overhaul by a source approved by the DEVCOM AvMC SRD. Currently, The Boeing Company (Cage Code 8V613 and 48T42) and PCX Aerostructures, LLC-Newington (Cage Code 82001) are the only known approved sources for the inspection/ overhaul.

REQUIRED CAPABILITIES:







The U.S. Army Contracting Command-Redstone Arsenal (W58RG) is issuing this Sources Sought synopsis as a means of conducting research to identify potential sources having an interest in submitting a Source Approval Request to SRD.in order to become an approved source to overhaul/repair the Tail Rotor Swashplate, NSN:1615-01-599-5169, P/N: 7-511527038-105. The Depot Maintenance Work Requirement (DMWR55-1680-289, revision date: 07/19/2013) has been identified for this requirement.





Contractors must have an approved Source Approval Request (SAR) by the Systems Readiness Directorate (SRD). Contractors are encouraged to submit a SAR in order to become an approved source by submitting documentation in accordance with the Competition Advocate’s Shopping List procedures. Questions concerning SAR submissions can be directed to the M&O SAR Team at usarmy.redstone.devcom-avmc.mbx.amr-ss-sar@army.mil .





SPECIAL REQUIREMENTS:



The contractor must have an approved Source Approval Request (SAR) by the Systems Readiness Directorate (SRD). Additional information on SAR process is located at https://www.avmc.army.mil/Directorates/SRD/SAR/.







SUBMISSION DETAILS:



Interested businesses should email a statement demonstrating its intention to submit a Source Approval Request to provide the products/systems listed in this Technical Description. No phone or email solicitations with regards to the status of the RFP will be accepted prior to its release. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Nicole Riffe in either Microsoft Word or Portable Document Format (PDF), via email to Nicole.r.riffe.civ@army.mil no later than the provided response date as referenced on https://sam.gov. All submissions shall reference your organizations name and “W58RGZ-23-B-0041” in the subject line of the e-mail and on all enclosed documents. Information and materials submitted in response to this request will not be returned. Do not submit Classified Material. If your organization has the potential capacity to provide the required products/systems, please provide the following information:



1) Organization name, address, Unique Entity ID, primary points of contact (POCs) and their email address, Web site address, telephone number, and type of ownership including any socioeconomic certification for the organization;



2) A brief statement confirming that you have an approved SAR. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.





All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
