Description

PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-year, sole-source, firm-fixed-price service contract with Artel Inc., located at 25 Brandley Dr., Westbrook, Maine, 04092. The purpose of this contract is to procure a one-year MVS Level-4 service, which includes MVS preventive maintenance service, MVS extended warranty, and MVS calibrator plate recertification.



The FBI Laboratory Division (LD) currently utilizes the Artel plate calibration system to ensure the accuracy and precision of instrumentation that is used to pipette reagents in the processing of DNA samples. The Artel plate calibration system requires preventive maintenance and servicing that enables system inspection, system maintenance, replacement of non-critical components, and software upgrade by Artel personnel. These services ensure the Artel plate calibration system is functioning correctly. Based on market research and Government end-users, it has been determined that Artel is the manufacturer of the Artel plate calibration system and the sole source provider of the requested services.



This notice will be distributed solely through the Official U.S. Government System for Contract Opportunities Website, SAM.gov. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information about this acquisition.



The FBI intends to negotiate with only one source under the authority of FAR 13.106-1(b). This notice of intent is not a request for competitive quotations; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. All capability statements or quotes shall include an OEM Authorized Reseller and Service Provider letter or certificate and submitted to the Contracting Officer, Travis Haefler by email. Submissions received omitting the OEM Authorization letter or certificate will not be considered. The email address is thaefler@fbi.gov. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.



All responses to this intent to sole source are due to the contracting officer by 05:00 PM EST on Feburary 07, 2023.
