Description
Non-Emergent Ambulance Services for the Tuscaloosa VA Medical Center and Immediate Area

The Network Contracting Office 7, Tucker, GA intends to solicit and negotiate a firm-fixed-price five (5) year indefinite delivery, indefinite quantity (ID/IQ) contract to provide 24/7 non-emergent ambulance transportation services to the Tuscaloosa Veterans Affairs Medical Center located in Tuscaloosa, Alabama.
This contract will be active from April 1, 2023, through March 31, 2028. There is an option through FAR 52.217-8 for a possible six (6) month extension if exercised at the discretion of the government.
The applicable NAICS Code is 621910, Transportation/Travel/Relocation Travel/Lodging/Recruitment: Ambulance (SBA size standard $22.5 Million). This acquisition will be solicited via a request for proposals under a total small business set-aside utilizing FAR Part 15, Contracting by Negotiation IAW FAR Part 15 and FAR 52.219-6 Notice of Total Small Business Set Aside.
The purpose of the contract is to provide ambulance transportation services to include Basic Life Support (BLS) and Advanced Life Support (ALS) Capabilities for the Tuscaloosa VA Medical Center and the immediate surrounding area.
The Contractor shall provide BLS and ALS to all properly dispatched calls via the point of contact(s) determined in the final contract. This shall include routine or nonemergency, urgent, and same day services requirements. The current requirement is a five-year indefinite delivery/indefinite quantity single award contract with an Option to Extend Services in accordance with FAR 52.217-8, not to exceed an additional six-months. The Contractor shall furnish and manage the necessary personnel, materials, services, and facilities to provide basic life support units, advanced life support (critical care) unit ambulance services and stretcher transportation services. Note, this is a 24/7, seven (7) days a week, 365 days a year (366 during recognized leap years) requirement that will fall on federal holidays, weekends, and night hours.

This is a pre-solicitation notice synopsizing an upcoming RFP solicitation to satisfy the requirements of FAR 5.201 and 5.203. The Contracting Specialist will not be able to answer any questions pertaining to this notice until an RFP is issued. Questions resulting from the actual solicitation will be answered via email. It is the responsibility of the contractor to monitor and download amendments from SAM.gov which may be issued to the solicitation.
This requirement was previously posted on sam.gov as s sources sought notice with the identifier of: 36C24723Q0142. To differentiate between a RFQ and RFP a separate notice was created and all interested parties who replied to the Sources Sought have been or will be notified of the Pre-solicitation notice and eventual posting of the RFP.
All interested SDVOSBs must be registered in the System for Award Management (SAM) at SAM.gov | Entity Registrations; registered and viewable as a SDVOSB at the VetBiz Vendor Information Pages at http://www.vip.vetbiz.gov/general_user/default.asp; and their Annual Representations and Certifications must be current and filed online and viewable through SAM.
