Description

This is a SOURCES SOUGHT NOTICE (not a pre-solicitation notice pursuant to FAR Part 5) to determine the capability of potential sources and the availability of commercial sources pursuant to FAR Part 10.





This notice is issued by the Coast Guard Aviation Training Center Mobile, Mobile, AL to identify Small Businesses capable of providing Aviation Tools Calibration Services for the U.S. Coast Guard Aviation Training Center Mobile, Mobile, AL for a base period plus four option years, if exercised by the Government, with an anticipated start date of January 2023.





This Sources Sought does not constitute an Invitation for Bid or a Request for Quotation (RFQ), nor should it be considered as a commitment on the part of the Government. The information received will not obligate the Government in any manner nor will the Government reimburse companies for any costs associated with submittal of this Sources Sought.





Summary of Services





The work is to provide Aviation Tools Calibration Services at ATC Mobile, Mobile, AL with monthly onsite calibration, testing, repairs, and maintenance of various aviation calibration tools. Only accredited and certified calibration laboratory is acceptable.






  1. Provide electrical, pressure, torque, mechanical, physical/dimensional calibration, certification, repair and maintenance of aviation test and support equipment as directed by COMDTINST M13020.1G and CGTO PG-85-00-110 and in accordance with the requirements of ISO/IEC 17025, ANSI/NCSL Z450-1 and ANSI/NCSL Z540.3 or other industry criteria, where applicable, using standards whose accuracies are NIST traceable to the International Systems of Units.






  1. Accredited calibration laboratory shall provide proof of current ANSI/NCSL Z450-1 and ANSI/NCSL Z540.3 accreditation in combination with ISO/IEC 17025 by A2LA or equivalent. Each calibration shall be subject to accredited calibration laboratory Quality Control oversight and shall be completed by technical experts who have documented certified training in the field of metrology.






  1. All asset shall be accompanied by a current Certificate of Calibration, which shall state as a minimum the following information:







          1. Asset Under Test (manufacturer, model number, serial number and calibration period.

          2. Manufacturer Specifications (nominal sensitivity).

          3. List of each Reference Standard used to test asset (calibration system, firmware, manufacturer, model number, serial number, date of last calibration and calibration due date).

          4. Nominal Laboratory Conditions (temperature and humidity).

          5. Test Profile (readings tested and respective results).

          6. Calibration technician name and signature.

          7. Date asset under test certified.













Assets shall be calibrated in an environmentally controlled test area with proper heating, air conditioning, moisture control, and dust protection. ATC Mobile can provide an acceptable space to conduct On-Site calibration of items that do not require transport to the calibration facility. ATC Mobile does not have a dedicated 68-degree room; the calibration laboratory must provide and utilize such a space when calibrating items requiring a dedicated 68-degree room.





Assets shall be calibrated by an accredited calibration laboratory who assumes primary responsibility for acquiring the required service and/or procedural guideline documentation, standards and accompanying support accessories/tools for each calibrated item.





Assets shall be calibrated using a valid calibration procedure based on the manufacture’s recommendations and covering all aspects of the instrument under test. All aspects of the calibration are accurately documented. Calibration accomplished incorporates best calibration practices ensuring product quality in accordance with the standards specified in calibration procedural guides and appropriate technical orders:

  2. Metrology Requirements List NAVAIR 17-35 MTL-1

  3. AFTO 00-20-14

  4. Original Equipment Manufacturer’s (OEM) technical maintenance/repair manual



The estimated quantity of tools to be serviced is 400. This does not include off schedule recalibration of tools.



Upon completion of calibration procedures and asset certification, the company calibration decal/label is affixed to each calibrated asset showing equipment ID/Serial Number in addition to the month, day and year of calibration and the next calibration due date in the same format (YYYYMMDD or MM/DD/YYYY). Instrument’s Certification Decal will also display and clearly identify the certified points or ranges (or the limitations) on the instrument to include: Direction (clockwise or counterclockwise); Position (horizontal or vertical) and/or Deviation (+/- percentage or value). Tamper proof seals shall be affixed to completed assets to ensure calibration validity.





All interested parties should provide responses to the contact representative below by email. Please provide your capability statement to include the following information: business size, name and address of company, point of contact along with phone number, and past performance. Past performance information should include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information). Interested parties are asked to furnish this information for at least three (3) contracts, ongoing or completed within the last three (3) years, for like or similar services, held with the USCG, other Government agencies or private industry.

Keep in mind, this is a sources sought to help identify if there are any potential offerors and to research the federal market to understand the competition. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information regarding this research.





The applicable North American Industrial Classification Systems (NAICS) is 811219 (Other Electronic and Precision Equipment Repair and Maintenance) standard size value of $20.5M.





The Government will incur no obligations or liabilities to anyone for any costs or expenses incurred by the respondent in responding to this sources sought. Not responding to this request does not preclude participation in any future RFQ. The information provided in this sources sought is subject to change and is not binding on the Government or the respondent. As such, to the extent that any information submitted in response to this sources sought is marked as, or construed to be proprietary or business-sensitive, respondents are hereby notified (a) about the potential that such information may be disclosed to third parties and (b) that submission of information in response to this sources sought constitutes consent to such handling and disclosure of submitted information.
