Description

The Missile Defense Agency (MDA) Targets and Countermeasures Lifecycle Management (TCL) Program Office intends to solicit and award a sole source contract to Chemical, Incorporated under the authority of 10 United States Code 2304(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, titled “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” According to market research completed on December 14, 2022, Chemical, Incorporated was the only respondent with capabilities to meet the Request for Information (RFI) issued on SAM.gov on October 5, 2022. No other contractor has the capability to receive, handle, and store the hazardous material in the existing shipping/storage containers transported in one shipment, meeting all federal, state, local regulations and statutes.



This is not a request for competitive proposals. The MDA invites any other contractor that reasonably believes it can provide the aforementioned support service without incurring duplication of cost, and without schedule delays, to provide a capability statement, proposal, or quotation, which shall be considered by the agency. Any information received as a result of this notice will be considered solely for enhancing competition in a future competitive procurement. The Government will not reimburse any cost associated with capabilities statements or other correspondence submitted in response to this notice. All responses to this notice must be received no later than 5:00 pm Eastern Time, April 4, 2023.
