This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued.

This notice is being issued as a Request for Quotation (RFQ) 80MSFC23Q0006 for the procurement of an Aqueous Cleaning System with Vacuum Cycle Nucleation. This instrument will allow the capability to clean parts utilizing the Vacuum Cycle Nucleation (VCN) process.

The provisions and clauses in the RFQ attached are those in effect through FAC2005-100,

This procurement is "Full and Open restricted to Small Business set aside”.

The NAICS Code and business size standard for this procurement is 423490.

All responsible sources may submit an offer which shall be considered by the agency. However, any award from this RFQ will require the potential vendor to be certified within the Online System for Award Management (SAM) and Online Representations and Certifications Application Databases prior to award.

Any product delivery to MSFC, Central Receiving, Building 4631, Saturn Rd, MSFC, AL 35812 shall be specified as FOB Destination.

Offers for the Product Aqueous Cleaning System with Vacuum Cycle Nucleation is due by 4:30 PM CST April 21 2023 to Glenda Clemons, SSC, at glenda.m.clemons@nasa.gov, and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offeror will include the completed Standard Form 1449, Solicitation/Contract/Order for Commercial Items form to include prices by CLIN.

Offerors shall provide the information required by FAR 52.212-1 (Mar 2023), Instructions to Offerors-Commercial Items.

If the end product(s) offered are other then domestic products as defined in the clause "Buy American Act-Suppleis, the offeror shall so state and shall list the country of origin.

The Government will award a contract from this solicitation to the responsible offeror whose offer conforming to the solicitation, is the lowest priced, technically acceptable offer.

All Offerors shall include completed copies of the provision at 52.212-3 (Dec 2022), Offeror Representations and Certifications - Commercial Items with their offer, or complete electronic annual representations and certifications at SAM.gov with its offer.

FAR 52.212-4 (Dec 2022), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (Mar 2023), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable.

MSFC 52.211-94 PERIOD OF PERFORMANCE (MAY 2017), The period of performance for this contract is 6 to 8 weeks after award.

Technical acceptability will be determined by review of information submitted by the offeror which must provide capabilities to provide the services that meets the Government's requirements attached to this posting. Prospective offerors are encouraged to notify this office of their intent to submit an offer. All contractual and technical questions must be in writing via e-mail to glenda.m.clemons@nasa.gov no later than 4:00 PM CST April 13, 2023, phone questions will not be accepted. Any technical questions will be answered on a “one-on-one” basis.

Offers to this combined synopsis/solicitation must be received via email no later than 4:30 PM CST April 21, 2023.

The Government is not responsible for any failure attributable to the transmission or receipt of documents submitted using electronic means, including the missing of any established deadlines.

Failure to submit a complete electronic offer by the due date and time specified for this RFQ shall result in the proposal being considered late and shall be handled in accordance with FAR 52.212-1 Instructions to Offerors - Commercial Items (Mar 2023).
