This Request for Proposal (RFP) is for the High Accuracy Detection and Exploitation System (HADES) Integration. This requirement is anticipated to be an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a Period of Performance (PoP) of twelve years, to include a five-year base and seven 12-month ordering periods. The total estimated value of the HADES Integration is $991,278,818.
This acquisition will utilize a multi-phased Evaluation Approach. The first phase (Phase 1) will consist of the Phase 1 proposal, as defined in Section L, which will be assessed as the entry gate criteria based on the contractor’s ability to meet the security requirements for this acquisition. Each offeror’s Phase 1 proposal will be given an Acceptable/Unacceptable assessment. The initial limited proposal will only address the gateway criteria. If an offeror’s initial proposal is assessed as Acceptable in the Phase 1 evaluation, then the offeror will be invited by the Contracting Officer to submit a proposal for the second phase (Phase 2), as defined in Section L.
In Phase 2, the Contractor shall submit a proposal for all factors, excluding the Security Compliance entry gate criteria included in Phase 1 RFP and proposal submission.

On page 113 and 114 of the RFP, the correct due dates for Phase 1 and Phase 2 are 7 September 2023 and 9 October 2023 respectively.
