The Army Contracting Command - Redstone (ACC-Redstone) intends to issue a sole-source solicitation under the authority of Title 10 United States Code (U.S.C.) 3204(a)(1) as implemented by FAR Part 6.302-1(a)(2)(ii)(A) and (B), – “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements” to procure the PATRIOT (Phased Array Tracking Radar to Intercept on Target) Advance Capability (PAC-3) Missile Segment Enhancement (MSE) Missiles, Launcher Modification Kits (LMKs), and associated support hardware for the United States (U.S.) and various Foreign Military Sales (FMS) customers to Lockheed Martin Missiles and Fire Control (LMMFC) (CAGE 64059), 1701 W. Marshall Drive, Grand Prairie, TX 75051-2704. The contract will include a base requirement for FY24 and option requirements for FY25 and FY26 for U.S. and FMS customers. As the developer and producer of the PAC-3 missile, only LMMFC possesses the technical expertise, proprietary data, and experience necessary to execute this requirement. The Government intends to solicit to, and negotiate with, only one source. Offerors are encouraged to contact LMMFC for subcontracting opportunities for this effort. This synopsis is not a request for competitive quotes and a written solicitation will not be issue to any contractor other than LMMFC. As the justification for a sole source action is in accordance with FAR 6.302-1(a)(2)(ii)(A) and (B), the Contracting Officer will make a copy of the justification available on SAM.GOV within 14 days after award in accordance with the requirements of FAR 6.305(a). This requirement is not currently fully funded; the initial award and exercise of additional options will be withheld pending receipt of sufficient funds. No telephone inquiries will be accepted.
