The U.S. District Court for the Northern District of Alabama requests open market quotes to design and construct modifications and renovations of a courtroom in the Hugo L. Black U.S. Courthouse, 1729 5th Ave. N., Birmingham, Alabama. The primary requirements are as follows:

Preparation and General Requirements
- Maintain cleanliness of the property at all times; the courthouse must be accessible and presentable during regular business hours
- Supply all labor, material, tools, and equipment to complete the scope of work, as specified
- Remove furniture to basement for storage, as necessary, and replace furniture once job is complete
- Complete any necessary hazardous material abatement (unanticipated)
- All waste material is the contractor's responsibility to be removed from the site and disposed of (building dumpsters shall not be used for disposal)
- Comply with the Architectural Barriers Act Accessibility Standard (ABAAS);

Modify/renovate a contemporary courtroom, a courtroom-adjoining jury deliberation room, and bathrooms; modifications to include:
- Removal and disposal of specified built-in furniture and cabinetry;
- Removal of base boards and molding for reuse, as able, and manufacture and stain- matching new base boards and molding, as necessary;
- Removal and disposal of sections of wall and rerouting electrical, cabling, plumbing, etc., as necessary;
- Ensure effective placement and structure of necessary IT, mechanical, electrical, and custodial systems and closets;
- Removal of current flooring and installation of new flooring;
- Installation of new internal walls, windows, and doors, as necessary;
- Install necessary infrastructure to support anticipated security equipment;
- Tie all controls into ongoing Physical Access Control System (PACS);
- Location adjustment and upgrade of lighting;
- Reconfiguration of ceiling grid and installation of ceiling tiles;
- Installation of new cabinetry in courtroom and courtroom-adjoining jury deliberations room and bathrooms;
- Preparation of walls and installation of new wallcovering in courtroom;
- Finish all surfaces to match current, including sanding, priming, painting/staining, molding, finishings, etc.;
- Installation of new jury chairs in courtroom;
- Updates to bathrooms in courtroom-adjoining jury deliberation room;
