Description

This is a combined synopsis/solicitation for commercial items and commercial services prepared in accordance with the format in FAR subpart 12.6 and FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 12405B23Q0226 and is issued as a request for quotation (RFQ). This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2023-02.



The USDA, ARS, SEA, Aquatic Animal Health Research Unit (AAHRU), Auburn, Alabama location will provide 294 RNA samples. Auburn, Alabama location is seeking a service provider to:




  • Perform mRNA isolation from total RNA using either polyA selection or rRNA removal.

  • Perform library preparation for Illumina sequencing.

  • Perform paired end, 2x150bp sequencing for each sample.

  • Provide ≥25M read pairs of sequencing information for each sample, with quality of ≥ 80% of bases ≥ Q30.

  • Provide raw demultiplexed data in FASTQ format.



The requirements for this solicitation are further detailed in the attached Statement of Work (SOW).

Quotation Submission. In order to be considered for award, Offerors shall respond by submitting:




  • One (1) original fully completed and signed SF18 Offer page; acknowledgment of all amendments (if applicable). Provide SAM Unique Entity Identifier (UEI) number.

  • Quotation (on company letterhead) detailing item description, unit price per item, total price, and delivery costs as well as any applicable duties, brokerage, or customs fees. Quotation must be valid for at least 60 days after receipt of quotation. Items delivered FOB Destination inclusive of all costs.



Failure to demonstrate compliance will be cause to reject the quotation without further discussion. All responsible sources may submit an offer and will be considered.



Questions. All questions pertaining to this solicitation must be in writing. All questions will be addressed by email only. Submit questions referencing solicitation number 12405B23Q0226 electronically via email to monte.jordan@usda.gov. Questions are due on or before April 21, 2023, by 12:00 p.m. Central Time (CT). Telephone inquiries will not be accepted.



Quotation Due Date. Quotations referencing solicitation number 12405B23Q0226 should be submitted electronically via email to monte.jordan@usda.gov by Monday, April 24, 2023, no later than 3:00 p.m. Central Time (CT). No late quotations will be accepted.



FAR clauses 52.212-1, 52.212-2, 52.212-3, 52.212-4 and 52.212-5 (and any addenda to those clauses) are included in the attached clauses and provisions document.



Contractors intending to conduct business with the Federal Government MUST register with the System for Award Management (SAM) database prior to submitting a quotation. Registration is free and you may register online at www.sam.gov.



Prospective contractors who have not completed electronic annual representations and certifications at http://www.sam.gov/ in conjunction with required registration in the System for Award Management (SAM) database, shall complete and submit FAR 52.212-3 Alternative 1 Offeror Representations and Certifications - Commercial Items and DFARS Representations and Certifications in SAM to be eligible to receive an award for this solicitation.

Q4. Will there be quantity starting material of sample with minimum 200ng total RNA with concentration >10ng/ul, OD260>1.6 & RIN value >7 ? If not, what will be different or is unknown?
