NASA/Marshall Space Flight Center (MSFC) has a requirement for a maintenance/technical support contract, to provide upkeep and support for MSFC’s existing GSS9000 Global Positioning System (GPS) Radio Frequency (RF) Satellite Signal Simulator (SSS) Systems. Specifically, the support contract must provide for GPS Simulator System maintenance and repairs (as available and/or when required), Calibration Support, Technical Support for any issues that may arise in the course of MSFC’s use of the GPS RF SSS System, and M-Code Upgrades to allow for classified GPS Signal Simulations for the military M-Code.
NASA/MSFC intends to issue a sole source contract to acquire the services from Spirent Federal Systems, Inc pursuant to the statutory authority permitting other than full and open competition of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.”
The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Wyatt Farrior at charles.w.farrior@nasa.gov not later than 2:00 p.m. CST on 11/09/2023. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
