Description

PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a sole source, Firm Fixed Price Contract with SIRCHIE ACQUISITION COMPANY, LLC, 100 HUNTER PL, YOUNGSVILLE, NC 27596 USA for the purpose of acquiring specialty laboratory equipment. The procurement is being conducted under FAR Parts 12 and 13.





The FBI’s Laboratory Division has a requirement for two (2) Krimesite UV Viewer with Black Talon Stabilizer (UV Viewer) which will be used by SBAU to detect latent prints on items of evidence that is illuminated with short wave UV light following the application of cyanoacrylate. The UV viewer is capable of close-up and distance viewing, can be used while stationary and affixed to a stand, or can be used in motion while being held by personnel via a pistol grip. This UV viewing capability is essential to ensure that all latent prints developed with cyanoacrylate on evidence items are located by personnel. Latent prints developed with cyanoacrylate are white in color, and depending on the surface, can be difficult to see with regular white light. When short wave UV light is applied to an evidence item and that item is viewed with the UV viewer, the cyanoacrylate print is more easily seen on difficult surfaces. Additionally, the UV Viewer is a direct view device meaning the viewing is in real-time with the user looking directly into the device, and it does not require a PC and software to operate. This allows SBAU to easily transport and utilize this piece of equipment within the laboratory space and at other offsite locations as required. The Black Talon Stabilizer is a required component as it allows a single user to operate the UV viewer. The stabilizer holds the UV lights, a sliding scale, and the UV viewer so that the user can hold the stabilizer with one hand and make focus adjustment on the UV viewer with other while examining a piece of evidence. The Black Talon Stabilizer is proprietary to Sirchie (Patent No. 7,050,715).





Based on market research and Government end users, it has been determined that Airgas USA LLC is the sole vendor with patented KRIMESITE IMAGER W/BLK TALON UV Viewer KIT that meets our needs; therefore they are the only vendor capable of providing the required laboratory equipment.





This notice will be distributed solely through the General Services Administration’s beta.SAM.gov website (www.beta.SAM.gov). Interested parties are responsible for monitoring the beta.SAM site to ensure they have the most up-to-date information about this acquisition. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement by contacting Travis Haefler via email only at thaefler@fbi.gov, no later than 1:00pm (Central) on Friday, 10 February 2023. Responses sent via other means (i.e. via telephone call, facsimile transmission, etc.) will not be considered. Information received will be used solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government.



Vendors must be registered in SAM, effective July 29, 2012, to receive government contracts. The FBI utilizes a financial system that has a direct interface with SAM. Please ensure that your company’s SAM information is updated and accurate. This includes: TIN, EFT, DUNs, addresses, and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
