The Missile Defense Agency (MDA) Targets and Countermeasures (TC) Target Test Execution (TCT) Program Office intends to award a sole source contract to Gyro-Stabilized Systems, LLC. (GSS), 400 Crown Point CIR Grass Valley, California 95945, in accordance with Federal Acquisition Regulation (FAR) 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, in conjunction with FAR 13.5 Simplified Procedures for Certain Commercial Products and Commercial Services. MDA/TCT currently has three (3) gimbal-stabilized camera assets. The requirement is for unscheduled maintenance and repair of the camera system, training for MDA test engineers to operate and support the cameras, and hardware upgrades which are required for the continuous operation of cameras.

This notice of intent is not a request for competitive proposals. The MDA invites any other contractor that reasonably believes it can provide the aforementioned support service without incurring duplication of cost, and without schedule delays, to provide a capability statement, proposal, or quotation, which shall be considered by the agency. Any information received as a result of this notice will be considered solely for enhancing competition in a future competitive procurement. The Government will not reimburse any cost associated with capabilities statements or other correspondence submitted in response to this notice. All responses to this notice must be received no later than 12:00 pm Eastern Time, December 28, 2023.
