THIS IS A REQUEST FOR INFORMATION (RFI) ONLY - This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Solicitations are not available currently. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this does not preclude participation in any future RFP, if any is issued. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.





The ACC-Redstone Contracting Division on behalf of the Project Manager Uncrewed Aircraft System (PM UAS) is issuing this Sources Sought Notice to determine the availability of commercial capabilities to meet the general requirements for the PM UAS Universal Ground Data Terminal (UGDT) and obtain specific and detailed information to make various acquisition decisions. The linked document contains high level performance requirements for consideration. Addressing sustainment is not required in the response to this RFI.





If your organization has the potential capacity to address a material solution, please provide the following information: 1) organization name, address, email address, website address, telephone number, and size and type of ownership for the organization; and 2) tailored capability statements addressing the particulars of this effort. If significant subcontracting or teaming is anticipated to deliver technical capability, organizations should address the administrative and management structure of such arrangements.





This notice is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government will not accept unsolicited proposals in response to this Sources Sought Notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued.





Submission Instructions: Interested parties who consider themselves qualified are invited to respond to this RFI with a white paper describing responder's capabilities and potential hardware solution that meets the criteria referenced in the attachment. Responses are due no later than 1600 Central Time, revised to read 09 January 2024. All responses under this Request for Information must be emailed to Elbert Clarke, Contracting Officer at Elbert.Clarke.civ@army.mil, Cc: Contracting Specialist Miguel.C.Harris.civ@army.mil





Responses must be in Microsoft Word or Excel Format and may not exceed thirty - 8.5 x 11-inch pages. Only unclassified responses will be accepted via un-encrypted email reply. Appropriate markings otherwise as to proprietary or CUI are the responsibility of the respondent.



Additions:




  1. For responses / data items marked CUI, a contractor may transmit that through the DoD SAFE site at https://safe.apps.mil/ . If needed. the contractor shall request a Drop-off through the POC by providing the name and email of the responding party without a Common Access Card or commercial equivalent access. Also, the contractor must also respond as requested by email and in their correspondence note that they have provided certain items through the noted web site. As stated in the SS, encrypted responses are not being solicited. Ensure any items submitted via the SAFE site are clearly marked with the company name and POC information that marries up with the same person who is corresponding by email with the government in relation to the Source Sought Notice.

  2. The Government considers TRL 4 as the threshold as it applies to the sources sought notice.

  3. The gov. also requests feedback on, if adequate funding were available how long would it take in time for the respondent to reach TRL 7 ? (as it relates to the context of item(s) #2 above.)
