This is not a request for competitive proposals.

The Federal Bureau of Investigation (FBI) intends to award a sole-source, one-time, firm-fixed-price contract to Vision Research, Inc., (CAGE Code 09PN9), 100 Dey Road, Wayne, New Jersey, 07470 for one (1) Phantom TMX 7510 high-speed camera color system. Vision Research, Inc. is a small business. The Phantom TMX 7510 high-speed camera color system is Made in the United States of America (USA).

The statutory authority permitting other than full and open competition is Title 41 U.S.C. 3304(a)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. All responsible sources may submit a capability statement and proposal/quotation to Contracting Officer Bryan Lane at bvlane@fbi.gov no later than 9:00 AM (EST) on 21 December 2023.

Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses shall include the firm’s Unique Entity ID (UEI) number and their Business Size.

Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
