Amendment to Initial Request for Information (RFI): Project Manager, Short & Intermediate Effectors for Layered Defense (SHIELD) Indirect Fire Protection Capability Increment 2 (IFPC Inc 2)



Amendment #1 dated 31 January 2024 provides the following clarification and changes to this initial announcement:



Clarification 1: Absence from Industry Day will not preclude participation in one-on-one information exchange discussions.



Change 1: Additional Industry Day registration instructions are as follows: Provide by name a list of all Industry Day attendees from your organization. Provide company CAGE code and submit a visit request for each attendee NLT 5 February 2024. The CAGE code and visit request will be used to confirm company and individual clearance levels. Each company must have a facility clearance and each individual attending Industry Day must have a personnel security clearance in order to attend. Submit visit request information via the Defense Information System for Security portal to the following:

Request for Information (RFI)



SYNOPSIS



The US Army Program Executive Office, Missiles and Space, Project Manager, Short and Intermediate Effectors for Layered Defense (SHIELD) will be conducting exchanges of information among all interested parties to determine how the Government can best procure a second interceptor capability for the Indirect Fire Protection Capability Increment 2 (IFPC Inc 2) program. The purpose of exchanging information is to improve the understanding of Government requirements and industry capabilities, thereby allowing potential offerors to judge whether or how they can satisfy the Government’s requirements. The information exchange also enhances the Government’s ability to obtain quality supplies and services, at reasonable prices, and increases efficiency in proposal preparation, proposal evaluation, negotiation, and contract award.



Pursuant to Federal Acquisition Regulation (FAR) 15.2, the Government is issuing this notice as a REQUEST FOR INFORMATION. THIS IS A REQUEST FOR INFORMATION ONLY. In accordance with FAR 15.201(e), responses to this notice are not an offer and the Government cannot accept any resulting information to form a binding contract. The Government is issuing this Request for Information (RFI) solely to obtain information for planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. The clause at FAR 52.215-3 (Request for Information or Solicitation for Planning Purposes) applies to this RFI.

Per FAR 52.215-3, Request for Information or Solicitation for Planning Purposes:



a.) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, bid and proposal costs, of the FAR.



b.) Although “proposed”, "proposal", and "offeror" may be used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal.



c.) This solicitation is issued for the purpose of acquiring information to procure a 2nd interceptor capable of engaging subsonic and supersonic cruise missiles for the IFPC Inc 2 program.



The Government is not responsible for any costs incurred in response to this RFI.



IFPC 2nd INTERCEPTOR



The IFPC Inc 2 system provides tiered and layered effectors to provide 360-degree protection against subsonic and supersonic cruise missiles (CM), unmanned aircraft systems (UAS), and large caliber rocket threats to fixed and semi-fixed sites. The new interceptor will use an open system architecture approach to establish lethal kinetic effects against select targets within the IFPC Inc 2 threat set, specifically Subsonic and Supersonic Cruise Missiles. The new interceptor requires future capability growth with minimal levels of system redesign to address Objective level threat sets. The IFPC Inc 2 Program Office is currently projecting a 2nd Interceptor competitive award in FY25. The Program Office plans on taking selected vendor(s) through a technology demonstration in the FY26 – FY27 timeframe. The Government intends to award a development, qualification, and test effort following this demonstration.



INDUSTRY DAY



Interested Offerors are invited to a Government-sponsored Industry Day to discuss the IFPC 2nd Interceptor requirement. Industry Day is open to all interested firms. Offerors are encouraged to participate and ask questions to ensure a complete understanding of the IFPC 2nd Interceptor requirement and schedule. The Government plans to hold an in-person Industry Day on 8 February 2024 in Huntsville, AL.



To register, please RSVP by 1 February 2024 at 1700; the Government will accept no registrations after that date and time. Include by name a list of all Industry Day attendees for your organization. Each industry team is limited to four (4) attendees; however, the Government reserves the right to limit participation if the event is oversubscribed. Registration will be on a first-come-first-serve basis. Please send your RSVP to the Industry Day Points of Contact (POCs), at email usarmy.redstone.peo-ms.list.ifpc-2nd-interceptor-rfi@army.mil. Email only, no phone calls. Following your registration, the Industry Day POCs will provide additional information on the event. The IFPC 2nd Interceptor Industry Day will be unclassified.



The Government will conduct the Industry Day in two parts: (1) a briefing by the Government team providing acquisition planning information and requirements for the IFPC 2nd Interceptor, and (2) an open Question and Answer (Q&A) session between IFPC 2nd Interceptor personnel and prospective industry teams. Industry teams are encouraged to submit written questions prior to the Industry Day to the Industry Day POCs listed above. Industry Day questions must not contain proprietary information and will be answered to the group during the Industry Day event. Questions to be answered will not be limited to written questions submitted prior to the event.



INFORMATION EXCHANGES



Following Industry Day, the Government desires to hold one-on-one information exchange discussions with those parties that have a serious interest to bid as a prime contractor for this requirement. The Government wishes to hold individual discussions with serious potential offerors to gain additional information and clarification and to offer industry the opportunity to discuss this requirement with the Government. To register for these one-on-one discussions following the Industry Day, please RSVP to the Industry Day POCs within 10 working days following the Industry Day; the Government will accept no registrations after that date. When scheduling a discussion session, please submit evidence of your intention to potentially bid as a prime contractor to this requirement, including company qualifications. Following your registration, the Industry Day POCs will provide additional information on the event, including time and location. The Government will only schedule one-on-one sessions with serious and qualified potential offerors. This will be determined based on submittals of intention to potentially bid as a prime contractor, including company qualifications.



The Government will limit each discussion session to two (2) hours. The Government requests that each respondent bring a team not to exceed four (4) people. Please include technical experts in addition to business development staff. The respondent should plan to spend the first hour of the discussion session summarizing their IFPC 2nd Interceptor concept. The remaining time will be open discussions. The summary briefing is limited to 15 charts, not including the cover slide. Respondent will submit briefing charts to the Government three (3) working days prior to the scheduled session. The submission must also include a white paper of no more than 30 pages (text 12-point font, figures 9-point) describing the candidate IFPC 2nd Interceptor solution. The Government will outline at Industry Day what specific information to include in the briefing and white paper response.



Both the briefing charts and the white paper will be controlled unclassified information (CUI). Respondents should indicate which portions of their responses are proprietary and should mark them accordingly. The Government will honor appropriate proprietary claims to prevent improper disclosure.



RESPONSE INSTRUCTIONS FOR DISCUSSION SESSIONS



Please contact the Industry Day Government POCs listed above to schedule a one-on-one discussion session. After your registration, the Government will provide additional details and where to send your read-ahead material. The Government will hold discussions on or near Redstone Arsenal, Huntsville, AL, approximately on 29 February 2024. Please provide the following information for your company/institution and for any teaming or joint venture partners: Company/Institute name, address, Commercial and Government Entity (CAGE) code, main Point of Contact, phone number, e-mail address, and list of those attending the session and their positions.



Non-disclosure agreements will not be needed for Industry Day but will be required for the one-on-one meetings held on approximately 29 February 2024. Copies of those will be provided by the Industry Day POCs once RSVP’d.



The information exchange sessions will be at the SECRET classification level to facilitate open discussions of specific details of your interceptor solution. These one-on-one sessions require visit requests. Please send your visit request information via the Defense Information System for Security portal to the following:

** ATTENTION** The IFPC Inc 2 Product Office plans to use non-Government support contractors and subcontractors in assessing industry responses to the one-on-one information exchange discussions of this RFI. Pursuant to FAR Part 9.505-4, non-Government support contractors must execute an agreement with each RFI industry respondent that states that they will (1) protect the respondent's information from unauthorized use or disclosure for as long as it remains proprietary, and (2) refrain from using the information for any purpose other than which it was furnished. Each respondent must identify proprietary information and each respondent must be willing to sign non-disclosure agreements with the non-Government support contractors. A listing of said contractors will be made available during industry day.
