Description

PLEASE READ THIS NOTICE CAREFULLY, AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, firm-fixed-price preventative maintenance contract with JEOL USA Inc., located at 11 Dearborn Rd, Peabody, MA., 01916.



JEOL USA, Inc. is the sole factory-authorized provider of services and sales in the United States for the below-listed JEOL equipment.

JEOL USA Inc equipment was purchased through the FBI contracting process. It was confirmed that this company was the only one that could provide the specific requirements and specialized equipment to support the Laboratory Division’s mission in conjunction with the Department of Homeland Security’s synthesis and testing requirements. These complex instrumentation and configuration systems must be maintained to ensure reliable operations. JEOL USA Inc. is the manufacturer of the products mentioned above, and JEOL-certified service engineers are the only authorized technicians qualified to service these complex systems. In addition, JEOL USA is the only vendor that can provide available updates for the proprietary operating software and equipment.



In conclusion, based on market research, Government end-users, and speaking with the manufacturer, to continue the original warranty and maintain the equipment to extend the service life, the equipment needs to be serviced and calibrated annually by JEOL USA Inc. certified engineers.



This notice will be distributed solely through the General Services Administration’s System for Awards Management website (www.SAM.gov). Interested parties are responsible for monitoring the site to ensure they have the most up-to-date information about this acquisition. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing, and product service code J066, Maintenance, Repair, and Rebuilding of Equipment – Instruments and Laboratory Equipment.



The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and submit a capabilities statement in response to this requirement to Contracting Officer Adelle Bolton via email at albolton@fbi.gov, no later than 5:00 pm EST on Friday, November 18, 2022. Responses sent utilizing other means (i.e., via a telephone call, facsimile transmission, etc.) will not be considered. Information received will be used solely to determine whether to conduct a competitive procurement. A determination by the Government not to complete this proposed contract based upon responses to this notice is at the discretion of the Government.



Vendors must be registered in SAM to receive government contracts, effective July 29, 2012. The FBI utilizes a financial system with a direct interface with SAM. Please ensure that your company’s SAM information is updated and accurate to include the TIN, EFT, UEI, addresses, and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payments to your organization.
