Subject: Army Contracting Command-Redstone intends to solicit and execute a (5) year, Firm-Fixed-Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) Maintenance and Overhaul contract. This action will be solicited utilizing the Sealed Bidding process for the inspection and Overhaul of the: Swashplate Controllable, NSN 1615-01-630-8902 and the Swashplate Controllable, NSN 1615-01-599-5169. This action is a limited competition procurement, restricted to the following Contractors:
The Boeing Company (CAGE Code 8V613) and PCX Aerostructures (CAGE Code 82001).

A sources sough notice was posted to the Systems for Award Management Opportunities site on 02 November 2022, under W58RGZ-22-B-0032 and 15 February 2023, under W58RGZ-23-B-0041 . The sources sought was issued as a market research tool to determine the availability of qualified small business sources prior to issuing an invitation for bids for the inspection and Overhaul for Nomenclature: Swashplate controllable, NSN: 1615-01-630-8902 and 1615-01-599-5169 respectively. Responses were due 09 November 2022 and 07 April 2023 respectively. Based on Statutory requirements for Critical Safety Items this will be solicited a limited competition procurement, restricted to the following Contractors:
The Boeing Company (CAGE Code 8V613) and PCX Aerostructures (CAGE Code 82001).
The Control Indicator is noncommercial. FAR Part 12 will not be utilized. This is a Critical Safety Item. The Depot Maintenance Work Requirement is as follows:
1. The Swashplate Controllable, NSN 1615-01-630-8902, this item is a Critical Safety Item (CSI). There is an adequate Depot Maintenance Work Requirement (DMWR): DMWR-1-1615-315; dated 05/01/2019, No Change #.
2. The Swashplate Controllable, NSN 1615-01-599-5169, this item is a CSI. There is an adequate DMWR: DMWR-1-1615-315, dated 05/01/2019 No Change #.
The resulting contract is planned to be a FFP IDIQ contract. The contract term will be a base period of 60 Months with annual ordering periods for a Material Requirements Planning (MRP) quantity are as stated above. Offerors are advised: THE GOVERNMENT FULLY INTENDS TO EVALUATE PROPOSALS AND AWARD THE CONTRACT WITHOUT DISCUSSIONS WITH OFFERORS. Therefore, initial proposals should be submitted containing offerors' most favorable terms.
THIS SOLICITATION WILL BE OFFERED IN ELECTRONIC FORMAT ONLY. NO HARD COPIES WILL BE PROVIDED. The solicitation will be available on the PIEE Solicitation module at https://piee.eb.mil/. This will be the only method of amendment distribution; therefore, it is the OFFERORS' RESPONSIBILITY TO CHECK THE WEBSITE PERIODICALLY FOR ANY AMENDMENTS. Prospective Offerors must be registered in the System for Award Management (SAM) system at http://www.sam.gov/ in order to participate in this procurement.
