Synopsis



The Army Contracting Command - Redstone Arsenal, Alabama 35898, on behalf of the Integrated Fires/Rapid Capabilities Office (IF/RCO) Counter-Unmanned Aircraft Systems, Fixed Site, Low, Slow, Small Unmanned Aerial Vehicle Integrated Defeat System (FS-LIDS), hereby issues the following Sources Sought/Request for Information (RFI) to ascertain the level of interest of potential vendors desiring to contract for a mutli mission radar. This requirement is for AN/TPQ-50 Multi Mission Radar (MMR), Counter Unmanned Aircraft Electronic Warfare System (CUAEWS), Nighthawk electro-optical/infra-red (EO/IR) camera, and Direction Finding (OF) sensors.

(16) Description: THIS IS A REQUEST FOR INFORMATION (RFI) ONLY - This RFI is released pursuant to FAR 15.201(e). It does not constitute a solicitation or Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. The submission of pricing, capabilities for planning purposes and other market information is highly encouraged and allowed under this RFI in accordance with (IAW) FAR 15.201(e). Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested parties' expense.

This RFI is to seek information from prospective manufacturers for the production and sustainment of the AN/TPQ-50 MMR, CUAEWS, Nighthawk EO/IR camera, and Direction Finding (OF) sensors, which are all components of the Low, Slow, Small Unmanned Aircraft System Integrated Defeat System (LIDS) Family of Systems. IF/RCO seeks information from industry and potential manufacturers on possible approaches for manufacturing, pricing, and commercial viability considerations for development of the AN/TPQ-50 MMR, CUAEWS, Nighthawk EO/IR camera, and Direction Finding (OF) sensors.



The AN/TPQ-50 MMR, CUAEWS, Nighthawk EO/IR camera, and Direction Finding (OF) sensors are presumed to have no equivalents; however, it is possible that an equivalent or potentially superior product or system may be found or become available.



Purpose and Limitations



This RFI is issued solely for information, planning purposes and market research only; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP or Broad Agency Announcement (BAA). This RFI does not commit the Government to contract for any supply or service. Responders are advised that the Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP. It is the responsibility of the potential offerors to monitor the SAM.Gov website for any information that may pertain to this RFI. The information provided in this RFI is subject to change and is not binding on the Government. All submissions become the property of the Government and will not be returned.



The Government's intent is to better understand the current state-of-the-art capabilities and strategies to determine the best solution. Industry feedback is vitally important, and the Government will be receptive to all ideas. Proprietary information is neither solicited nor prohibited; however, if submitted, it should be appropriately marked. Please provide a capabilities statement of no more than 2 single sided pages. The formal closing date for this RFI/SS and for the submission of responses is NLT May 5, 2023 at 1530 Central Time.



The information provided may be used by the Army in developing its acquisition strategy and in its Statement of Work/Statement of Objectives or Performance Specifications. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the beta.sam.gov website. It is the responsibility of any potential offeror to monitor beta.sam.gov website for additional information pertaining to this requirement.
