This Sources Sought Synopsis is in support of Market Research being conducted by the Alabama Air National Guard - Dannelly Field, Montgomery AL, to identify potential vendors for a competitive Small Business Set-Aside for construction with a Project Magnitude of $25,000 to $100,000. This is not a Request for Proposal (or solicitation) or an indication that a contractual commitment will exist for this requirement. The government does not intend to award a contract based on this market research.
No funds are available at this time.
The 187 Fighter Wing (FW) located at Dannelly Field, Montgomery, AL, is requesting information, pursuant to FAR PART 10, in support of Market Research, to identify potential sources for the painting of the Aircraft Sun Shelters located on the ramp at the 187 FW.
The proposed project includes the following:

Contractor shall perform the following task to paint the sun shelters at the 187th FW:
- Contractor shall remove all existing finishes following APPENDIX I Paint Specifications.
- Contractor shall apply paint to aircraft sun shelters following APPENDIX I Paint Specifications.
- Contractor shall match paint on existing sun shelters and provide sample coatings to be approved by contracting’s officer representative.
- The predominant finish color of the roof of the North most sun shelters shall match the existing beige color. Additionally, the contractor shall paint the letters
“RED TAILS… WE DELIVER!”
without quotes across all of the North most sun shelters. The letters shall be red in a font similar to Calibri. The height of the letters shall be at least 50% of the width of the sun shelters when measured from North to South. A sample diagram of the desired placement of the letters can be found in APPENDIX II Red Tails Motto.
- The sun shelters shall also be numbered in the top center of the eves from 1 to 12 in a clockwise matter starting from the most South East shelter. The desired placement can be seen in APPENDIX III Numbering Placement.
- Contractor shall warranty the coating system for a period of not less than 5 years. Any defects or premature failure of the coating system will be the sole responsibility of the contractor.
The proposed North American Industry Classification Systems (NAICS) Code is 238320, which has a corresponding Size Standard of $19.0M. The Government is interested in only current small businesses. The government requests that interested parties respond to this notice with a capability statement not to exceed (NTE) two (2) pages and ensure your Unique Entity ID, CAGE Code and small business status is identified, per listed NAICS code. Please include Bonding limits, single project, and aggregate, are included. Capability statements shall be electronically submitted via email only. No paper documents will be accepted or acknowledged.
