This is a request for information (RFI)/Sources Sought Notice (SSN) only. This RFI/SSN is for informational purposes only and does not constitute an invitation for bid (IFB), request for quotation (RFQ), or request for proposal (RFP). This RFI/SSN does not constitute a commitment of the U.S. Army to procure products or services. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS RFI/SSN AND WILL NOT PAY FOR THE INFORMATION SOLICITED. Information submitted in response to this RFI/SSN is submitted at no cost to the Government and will not be returned. Any exchange of information shall be consistent with procurement integrity requirements, and all appropriate proprietary claims will be protected to prevent improper disclosure.
Your response to this RFI/SSN is voluntary and will be treated as information for the Government to consider. No funds have been authorized, appropriated, or received for this effort. The U.S. Army may use the information provided to develop its acquisition strategy. If a solicitation is released for the supplies or services described herein, it will be synopsized on SAM.gov. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this potential requirement.
The U.S. Government is conducting market research in accordance with FAR parts 10.002 and 15.201 to identify if there are any responsible providers of the Phased Array Tracking Radar to Intercept on Target (PATRIOT) Guidance Enhanced Missile-Tactical (GEM-T) missiles and M903 Launching Stations.
The requirement includes all labor, materials, engineering and technical support necessary to produce PATRIOT GEM-T missiles, M903 Launching Stations, PATRIOT Initial Associated Items, and associated spares. This shall include all new production hardware, system software, inspection, production test support, program management, configuration management, hazardous material management, obsolescence management, safety, and documentation for the production of the GEM-T missiles and the PATRIOT M903 Launching Stations.
The technical data package is not currently available for this RFI/SSN.
Interested sources who believe they can provide the requirements described herein, no later than 08 Feb 2024, are invited to indicate their interest by providing the following information to the point of contact listed below:
- Company Name, CAGE Code, DUNS, and street address
- Point of contact including name, title, phone, and email address
- Size of contractor, average annual revenue for the past three years and number of employees
- Experience in production of PATRIOT GEM-T Missile and M903 Launching Stations
In accordance with FAR 5.201, all interested sources may submit a capability statement no later than fifteen (15) days from the date of issuance demonstrating the capability, corporate knowledge and experience, and technical expertise to provide the requested services, which will be reviewed and evaluated by the Government. Those who submit responses are responsible for appropriately marking information if it is proprietary in nature. No requests for capability briefings will be honored. A determination by the Government not to compete this proposed effort based on responses to this notice is solely within the discretion of the Government. Interested sources must respond to this notice on or before 1700 CST, 08 Feb 2024 to the Contracting Officer listed below. Interested sources should submit a capabilities statement with a maximum of ten (10) pages in Arial or New Times Roman Font size 10. The capabilities statement should also include a brief description of the company, products, services, history, ownership, financial information, and other information deemed relevant. Responses should include Past Performance of projects of similar in size, scope, and complexity to this requirement, including experience with the areas listed above.
NO FOREIGN PARTICIPATION IS AUTHORIZED
Acknowledgement of receipt will only be issued if a return receipt is requested with the submission. Please do not submit any classified information. All information submitted shall be adequately safeguarded from unauthorized disclosure in accordance with FAR Part 15.207. The Government reserves the right to request further clarification or request presentations to enhance the Government’s understanding of the respondent’s submittal. White papers that fail to comply with the above instructions or present ideas that are not pertinent to the subject may not be reviewed.
