This is a combined synopsis/solicitation for commercial items prepared in accordance with the format is Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.

NAICS: The North American Industry Classification System (NAICS) code applicable to this acquisition is 611430 with a size standard of $15 million dollars. Offeror must be certified under this NAICS code prior to receiving an award. This solicitation will result in only one (1) award.
RATING: This acquisition is unrated under the Defense Priorities and Allocations System
SUMMARY OF REQUIREMENT: MDA requires the capability of an IPC Training Center to certify/recertifies four MDA/QS personnel as Certified IPC Trainers (CITs) via online training and remote proctor exam methodology to have the ability to internally train and certify other MDA personnel. This constitutes eight CIT certifications in total (3 for IPC-A-610, 3 for IPC/WHMA-A-620, and 2 for IPC-A-600). In addition, the IPC Training Center provides 44 hard copies of specific IPC standards (27 copies of IPC-A-610, 11 hard copies of IPC/WHMA-A-620, and 6 for IPC-A-600), and purchases/allocates 4,840 exam credits to the MDA account for CIT use within IPC’s Certification Portal under Contract Line Item Number (CLIN) 0001. .
Additionally, MDA may authorize all or part of this additional “surge” requirement which is to be priced separately. The IPC Training Center provides up to 26 hard copies of specific IPC standards (8 copies of IPC-A-610, 10 hard copies of IPC/WHMA-A-620, and 8 for IPC-A-600), and purchases/allocates 2,860 exam credits to the MDA account for CIT use within IPC’s Certification Portal under CLIN 0002. Request a cost estimate for one each hard copy potentially ordered up to 26 total copies.

Provision 52.212-2, Evaluation – Commercial Items:
The Government will award a contract resulting from this solicitation to the responsible offeror that provides a technically acceptable proposal with the lowest evaluated price.
THE FACTORS THAT WILL BE USED TO EVALUATE AN OFFEROR’S PROPOSAL ARE TECHNICAL ACCEPTABILITY AND PRICE.
1. TECHNICAL ACCEPTABILITY – MDA will conduct a technical evaluation of the offeror's proposal. MDA will determine technical acceptability by comparing the offeror's proposal to the attachments/specifications. Technical acceptability will be evaluated as (acceptable/unacceptable).
2. PRICE – MDA will evaluate the total order price submitted by each offeror.
3. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
Offeror shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer.
