Notice of Sources Sought and Request for Information

The Army Contracting Command – Redstone (ACC-R) hereby provides notice of its intent to award an 8(a), Firm Fixed Price (FFP) Pest Management Services for Redstone Arsenal. The contract is expected to be a sole source awarded pursuant to Federal Acquisition Regulation (FAR) 19.805-1(a)(2) as this requirement is not expected to exceed the $4.5 million threshold for service contracts. The Government intends to make an award by July 2024. The period of performance is expected to run from 01 July 2024 – 30 June 2029 inclusive of a one-year base and four 12-month option periods. Interested firms may submit capability statements in accordance with the requirements listed in paragraph 13 below no later than 06 March 2024 at 2:00pm CST (Central Standard Time).

THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS – This Request for Information (RFI) is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Solicitations are not available at this time, and requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on SAM.gov. Any prospective contractor must be registered in the System for Award Management (SAM) and provide proof of their status and eligibility in the 8(a) program in order to be eligible for award. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.

10. Description: THIS IS A SOURCES SOUGHT ANNOUNCEMENT. THIS ANNOUNCEMENT IS IN SUPPORT OF MARKET RESEARCH TO DETERMINE THE FEASIBILITY OF A COMPETITIVE ACQUISITION AND TO IDENTIFY POTENTIAL SOURCES THAT CAN PROVIDE PEST MANAGEMENT SERVICES:

1. Provide Pest Management Services for the Redstone Arsenal community. Services include, but not limited to, live animal catch and release, indoor/outdoor surveillance for arthropods and invertebrates, wood destroying pest surveillance/treatment, and decontamination of infected/treated areas.

RESPONSE REQUIREMENTS: Qualified offerors shall submit a statement of interest that specifically addresses potential to meet the requirement at hand. Provide brief description of any examples of past performance, within the past five years, that may provide insight as to experience with the same or similar scope, magnitude, and/or complexities as described above. Three pages maximum.

Capability Statements in Microsoft Word format are requested by 06 March 2024 at 2:00pm CST (Central Standard Time). Responses shall be limited to 3 pages and submitted via e-mail only to the Points of Contact provided above. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. The following information must be included in the response:

1. Full company name.

2. Identify business size.

3. Identify Socio-economic status as applicable.
