The Future Long Range Assault Aircraft (FLRAA) Project Office (PO) purchased System-Theoretic Process Analysis (STPA) training/workshop. STPA is a powerful new hazard/cybersecurity analysis technique based on STAMP while CAST is the equivalent for accident/incident analysis. These tools are now used globally in almost every industry.
The award was firm-fixed-price (FFP) and was not based on competition. A Notice of Intent (NoI) ID # W58RGZ-23-R-0102 was posted to SAM.gov on March 01, 2023. The NoI advised interested offerors that the Government intended to award a contract to Advanced Engineering Systems (AES) as AES was the only known source capable of providing the unique STPA workshop training service to FLRAA PO. Interested Offerors were invited to submit a capability statement per the NoI instructions. The Government received only two (2) responses from interested Offerors neither of which submitted a capability statement. Responses to the NoI were due not later than March 13, 2023. Considering the two (2) responses received, the Contracting Officer determined that, in fact, AES was the only source capable of providing the STPA workshop training.
In accordance with FAR 6.305(a) this award notification includes as an attachment the Justification and Aprpoval (J&A) document that provides the rationale and justification to award a sole source contract to AES.
