Market Research and Sources Sought Notice for information on capability and availability of potential contractors interested in proposing on a Firm Fixed Price Contract to Office Moving Services. The scope of the work will consist of labor for removal of office furniture, materials, records, appliances, and equipment typically found in a professional office setting. Additionally, the scope of work will also consist of labor for deep cleaning the vacated building after all content has relocated/removed and the building has been declared “vacated” by both parties. All labor, supervision, tools, equipment, transportation, and materials required for the complete and satisfactory performance of said moving services are to be included and provided by the contractor. The location of the building requiring the clearing services is located at 109 Saint Joseph Street, Mobile, AL 36602 and the location requiring equipment to be moved to is located in downtown Mobile, AL commonly named the Civic Center. The two (2) buildings are located approximately 0.8 miles from each other.





This is a Market Research and Sources Sought Notice only. No award will result from this Sources Sought Notice. There is no solicitation available currently; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized in accordance with the Federal Acquisition Regulation and its supplements. It is the contractor’s responsibility to monitor the Government Point of Entry for the release of any solicitation.





This Sources Sought Notice is not to be construed as a commitment by the U.S. Army Corps of Engineers (USACE), Mobile District to issue a solicitation or ultimately award a contract. Neither unsolicited proposals nor other kinds of offers will be considered in response to this Sources Sought Notice. This Source Sought Notice does not create an obligation on behalf of the Government to make an award of any contract pursuant to this announcement.





The purpose of this sources sought notice is to determine the availability of qualified contractors to perform these services and to determine socioeconomic classifications (Large Business, Small Business, HUBZone, Service Disabled Veteran Owned Small Businesses, Women Owned Small Businesses, etc.) associated with each. The primary North American Industrial Classification System (NAICS) Code applicable to this requirement is 484210.The size standard for which is a concern, including its affiliates whose average annual gross revenue does not exceed $34 million for the past three fiscal years.





Responses to this Sources Sought Notice will be used by the government in making appropriate acquisition decisions.





RESPONSE INSTRUCTIONS



Responses are requested with the following information:



1. Contractor’s name, address, points of contact with telephone numbers and e-mail addresses.





2. Business size/classification (to include any designations such as Large Business, Small Business, HUBZone, Section 8(a) contractor, Service Disabled Veteran owned Small Business, Small Disadvantaged Business, Women Owned Small Business, etc.) shall be indicated on first page of submission.





3. Contractor shall identify the percentage of services provided in the commercial marketplace and the percentage of services provided to government agencies.





4. Documentation should be submitted with the following considerations:




  1. Describe your capability and experience in Household and Office Goods Moving.

  2. Describe your capability and experience in janitorial related building cleaning efforts.

  3. Describe your capability, capacity, and experience with disposal of office furniture related items.

  4. Is your firm able to satisfy the totality of the requirement organically?

  5. Does your firm require a partnership or subcontractor relationship with another entity in order to fulfill the entirety of the requirement?

  6. Limitation of Subcontract - Under Federal Acquisition Regulation (FAR) guidelines [48 CFR 52.219-14(b) (1)], the prime contractor must have the capability to perform at least 50% of the contract work with his/her own employees. Does your firm meet this criterion? Answer: Yes or No.



The above requested information shall not exceed a total of five (5) pages on 8.5" x 11" paper, 12-point Times New Roman font, with a minimum of one (1) inch margins all around is preferred for readability purposes. Please do not provide standard marketing brochures or catalogs. Responses will be evaluated on the basis of demonstrated functional capability.





Responses are due no later than 22 March 2024, 2:00 p.m. CST. Responses received after this date and time may not be reviewed.
