The Department of Veterans Affairs Network Contracting Office 7 (NCO 7) intends to negotiate on a sole-source basis with Biomedical Research & Development Laboratories, Inc. (DBA Brandel) under the authority of FAR 13.501(a), for a Density Gradient Fractionation System, located at the Birmingham VA Health Care System.

This sole source determination is based on the need to acquire a Density Gradient Fractionation System; Intended use: Polysome fractionation to analyze mRNA distribution profiles. Brandel is the only known distributor of this system. This is the only known commercially available system that includes all the equipment required for density gradient fractionation (i.e. fully integrated) which includes a syringe pump, absorbance detection system, fraction collector, the required cables/tubing required, as well as software for data capture/storage.

Only one source is capable of providing the supplies or services required; (FAR 13.501(a)(ii)); This is the only source available to provide these services. The North American Industry Classification System (NAICS) code for this acquisition is 334516 – Analytical Laboratory Instrument Manufacturing, with a size standard of 1,000 Employees.

A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

This notice of intent is not a request for quotations. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice.
