This Sources Sought Notice is issued for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise to issue a solicitation or ultimately award a contract. An award will not be made on offers received in response to this notice. This notice is not a Request for Proposal (RFP); it is a market research tool being utilized to determine the availability of qualified sources and comment on the technical documents prior to issuing an RFP.
The intent of this sources sought notice is to identify potential large business firms capable of performing a design-build construction project at Redstone Arsenal in Huntsville, AL.
The Department of Justice (DOJ), Federal Bureau of Investigation (FBI) is requesting information on available Design-Build services for the complete design, construction, furnishing and commissioning of the National Security & Intelligence Center of Excellence (NS&I CoE).
NS&I CoE will be approximately 69,300 GSF located on Redstone Arsenal in Huntsville, AL and includes training, collaboration, and support spaces for divisions and units (specific user groups within a division) which frequently work collaboratively together in their research to allow efficient technology advancement and knowledge sharing.
NS&I CoE will provide a stateof-the-art training venue with classrooms, computer labs, meeting spaces and other essential student resources and shared campus amenities. It will provide spaces to facilitate both interagency and other federal agency collaboration and partnerships with private sector entities and academic institutions. The facility will accommodate a limited number of full-time building support staff and a large population of transient visitors at maximum capacity. The overall building concept will be a series of conference spaces, classrooms, amenities, and support spaces that will be flexible and adaptable to future program and technology changes.
NS&I CoE should be designed as an exciting, collaborative, and open working environment. It will help enhance the FBI’s training, and research and development and will be closely associated with other campus-wide training and operational facilities. The facility should be inviting and easily accessible as it houses shared campus amenities, including conference, classrooms, and other instruction areas to be used by the entire campus while also meeting physical security and environmental constraints. The second phase of the design-build solicitation will include more guidance on design and site requirements. The Phase 2 solicitation will also include a Program of Requirements to include Room Data Sheets, Division One Specifications, Campus Design and Construction Standards Guide, Geotechnical and Survey Report, as well as the requirements for site access, site security, and construction logistics.
