Description

This is a Sources Sought Synopsis. The Javelin Product Office is conducting market research to support the acquisition strategy for Javelin Battery Coolant Units (BCUs). The Government anticipates issuing a contract for Fiscal Years (FY) 2024 – 2029 requirements. The BCU is a single-use, consumable unit which mounts to the pylon on the exterior surface of the launch tube. The BCU supplies system power to the Javelin Missile and cooling capability through self-contained argon gas connected through a single gas tube connection into the pylon. It is anticipated this action will be limited to the National Technology and Industrial Base (NTIB). The maximum anticipated spare order request is 1,000 units annually.



This Sources Sought is for informational purposes only. This is not a request for proposal (RFP) to be submitted. It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract because of this notice. No funds are available to pay for preparation of responses to this notice. Any information submitted by respondents to this sources sought is strictly voluntary.



No later than 21 days from the date of issuance, interested businesses should provide a Statement of Capability, which includes information on company background and past performance relevant to the requirements stated in this notice. Government is seeking to own full TDP and rights to the BCU.



Past performance should emphasize the following areas:




  1. System Integrator providing supply chain management and contract administration.

  2. Experience in the integration of Javelin or like missiles on platforms to provide anti-tank capabilities.

  3. Previous success in providing logistics support through a material release process and sustainment of a product.

  4. Vision for future product improvements.

  5. State areas where anticipated Intellectual Property or Proprietary rights would be claimed and at what benefit to the Government (Cost or Schedule).

  6. Product development timelines and transition to production at rate.



Responses should include:




  1. Company Name, CAGE Code, DUNS, and Address of the contractor

  2. Point of contact including name, title, phone and email address

  3. Size of contractor, average annual revenue for the past three years and number of employees

  4. Whether the business is currently classified as a Large, Small, Small disadvantaged, 8(a) and/or Women owned small business, or service disabled veteran owned small business.

All information marked {Proprietary to company name} will not be disclosed outside of the Department of Defense. No telephone inquiries will be accepted.
